Index of each operator's published sustainability reporting. Cross-operator comparison of Water Usage Effectiveness and Power Usage Effectiveness is deliberately not displayed. WUE and PUE figures are not directly comparable across operators because of differing cooling architectures and boundary definitions. GBCA, NABERS and industry standardisation work is in progress. Per-operator metrics appear with proper context only in that operator's own ringfenced view.

Methodology note (v0.5): A previous version of this dashboard displayed comparative WUE/PUE figures across operators. That has been removed. Different cooling architectures (closed-loop, evaporative, hybrid) and different boundary definitions (IT load only vs full-site) make cross-operator comparison misleading. We are tracking GBCA / NABERS / industry standardisation work and will reintroduce comparative metrics only once a standardised method exists.

CEC's commercial members include developers signing PPAs with data centres. A coordinated engagement with renewable developers (Squadron Energy, Nexa Advisory, LMS Energy — all conditional/supportive in the inquiry record) could move CEC toward neutrality on the freeloader frame, separating it from the Climate Council and ACF position.

Audience and intended use

This dashboard is built for industry. Primary audience is Australian data centre operators, advisors, ecosystem partners, regulators and policy stakeholders. It is intended to help the sector understand and respond to its operating environment.

It is not designed for adversarial use. Metrics are diagnostic, not predictive. A council objection is statutory consultation, not a determination. Frame velocity tracks media salience, not policy outcomes. Sentiment indicators measure narrative direction, not operator performance.

What we deliberately do not measure in the general view: comparative WUE/PUE across operators (methodologically invalid given differing cooling architectures and boundary definitions; awaiting GBCA/NABERS standardisation); brand trust survey data (no surveys conducted); outcome predictions for live planning matters; sentiment scoring of individual MPs outside what they say on the parliamentary record.
